Staying ahead of regulatory change is essential—especially when it directly affects how your organisation protects people in public spaces. With Martyn’s Law (officially The Terrorism (Protection of Premises) Act 2025) now passed, it has never been more important for duty holders to review and enhance their fire detection and security capabilities.
Below we outline what the legislation means and how AVA Fire & Security can support your compliance journey.
Martyn’s Law introduces a formal duty of care for premises and events where the public gather. It establishes a tiered framework based on the number of people expected onsite:
Standard Tier: premises hosting 200–799 people
Enhanced Tier: premises hosting 800+ people
Enhanced Tier sites must meet additional requirements, including appropriate security measures such as CCTV, bag searches and more detailed security planning. These sites must also register with the Security Industry Authority (SIA).
The law received Royal Assent on 3 April 2025, with an implementation period to allow venues time to prepare their systems, procedures and documentation.
While Martyn’s Law is centred on counter-terrorism preparedness, it is also a catalyst for strengthening and integrating all safety-critical systems. Fire detection and security technologies now play a more interconnected role in safeguarding the public.
Enhanced-tier premises are expected to deploy appropriate monitoring solutions. CCTV serves as a deterrent, provides situational awareness, and supports real-time response during an incident.
Risk assessments may require updates to access control arrangements and physical security infrastructure. It is vital that these measures integrate seamlessly with fire exits, escape routes and evacuation strategies.
Fire safety systems—smoke detection, alarms, PAVA, and other communication platforms—must be considered as part of a unified emergency response plan. Integrated alerts can support safer decision-making in both evacuation and lockdown scenarios.
Martyn’s Law mandates the creation of Public Protection Procedures, meaning staff must be competent in responding to a wide range of emergencies, guiding people to safety, and operating fire and security systems.
Organisations must assess vulnerabilities relating not only to terrorism but also to fire and other security threats, and then implement proportionate mitigations.
The SIA will oversee compliance for Enhanced Tier premises. This includes documented security plans and a clearly nominated responsible person.
AVA Fire & Security specialises in integrated life safety and security solutions that align directly with the demands of Martyn’s Law. We support organisations across all sectors in building safe, compliant environments.
Design, supply, and installation of CCTV, access control, intruder alarms, and fire detection systems tailored to your risk profile.
Development of security plans and emergency procedures that work in harmony with existing fire safety strategies.
Staff training on system operation, emergency response, and integrated safety protocols.
Ongoing maintenance, support, and compliance audits as SIA oversight and enforcement phases begin.
Martyn’s Law is now in force. Failure to comply risks significant regulatory, operational and reputational consequences.
The integration of fire detection, communication and security technologies strengthens your organisation’s ability to safeguard staff, visitors and the public.
Well-designed systems, strong procedures and trained personnel are the foundation of an effective emergency response—reducing risk, disruption and harm.
Martyn’s Law represents a major shift in how public-facing premises must approach security and safety. AVA Fire & Security is here to guide you through every step—from assessment and design to installation, training and compliance.
Let’s work together to create safer, more resilient spaces for everyone.
